Others loved it so maybe I did something wrong. To me it needs more potatoes, even beef and cheese for that amount of soup. Also shave the potatoes. I sliced very thin but not thin enough to make them soft after an hour and a 1/2 in the oven.

Loved it! I put it in a smaller pan and did not repeat the layering. I forgot the foil but it still works. Only put in the oven for an hour.
